He was preceded in death by his beloved wife of 67 years, Ada Pellerin Hebert; one son, Stanley S. Hebert, one grandchild, Jennifer Bower; and his parents, Althesus Hebert, Sr. and Eunice Simon Hebert; a sister, Edith Hebert; one brother, Althesus Hebert Jr.

and an infant sister Enite. Woodley Hebert was a native and lifelong resident of Maurice, Louisiana. He was stationed in Germany while serving in The United States Army during World War II. He was a cook during the War and was very proud. After he returned home, he married on January 25, 1947 to Ada Pellerin.

He was a member of the Knights of Columbus, The American Legion Post 69, Woodman of the World and VFW Post in Duson. In his younger days he worked in the fields growing cotton and other crops during the day and spent his nights as a bartender at the City Bar in Maurice. Later, he coached the Babe Ruth and Little League Baseball Teams in Maurice. In 1968, he went to work for the Lafayette Parish Sheriff Department and began his career under the leadership of Sheriff Carlo Listi as a jailor and later worked in the Civil Department under Sheriff Don Breaux. Mr.

Hebert retired in 1988. He then continued to tend to his farmland and cattle. He enjoyed attending the 555 Anti Aircraft Artillery Reunions. He also loved a friendly game of cherished family gatherings with barbecue and good food and was a big fan of the Atlanta Braves and St. Louis Cardinals.

Mr. Hebert was a devout catholic and loved attending church services. Pallbearers will be Randall Hebert, Sam Hebert, John Hebert, Aaron Hebert Benny Comeaux and Blaine Comeaux. Honorary pallbearers are Bryan Sonnier, Earl Schexnayder, Nathan Ross, Mike Richard, Willie Perry, Mark Mouton, Brian Comeaux and Aaron Hebert, Jr. A Rosary will be recited on Thursday at 7:00 PM in Martin SOUTHSIDE location by the Stanley S.

Hebert, Sr. Council 8770 of Maurice, Knights of Columbus. The family requests that visitation be observed on Thursday from 5:00 PM until 9:00 PM and will continue on Friday from 8:00 AM until time of services. He is preceded in death by his parents; Adras Poydras and Celica Sias, his brothers; Jay Poydras, Chester Poydras, his sisters; Inez Brown, and Mable Dugas, and one granddaughter; Chelsey Michele Thomas. State Department of Insurance records show Vantage Health Plan is implementing a 31.5 percent increase and Humana an average increase of 29.5 percent. The Advocate reported the increases mean everyone will pay more for coverage.

Under the Affordable Care Act, consumers who make between 138 percent and 400 percent of the federal poverty level are eligible for financial assistance. Those subsidies increase as health premiums go up. Enrollment for 2017 plans started Tuesday and ends Jan. 31. Blue Cross currently covers 134,000 people in the state; Vantage Health, 42,000 people; and Humana, 30,991 people under the Affordable Care Act plans.

In Louisiana, 81 percent of consumers who buy coverage through the online federal health insurance marketplace can find plans with a premium of less than $75 per month, and 84 percent can find plans with premiums of less than $100, according to the U.S. Department of Health and Human Services. In its filings, Blue Cross said the higher rates were needed for a number of reasons, including an expected increase in utilization and cost of services, to cover taxes and fees, and the end of a federal reinsurance program that helps protect insurers from costly claims. The reinsurance program made $7.8 billion in payments for Affordable Care Act plans sold in 2015. In May, Blue Cross and subsidiary HMO Louisiana requested rate increases averaging in a range from 20.5 percent to 28.3 percent for Affordable Care Act plans sold through the federal marketplace.

However, on June 30, the Centers for Medicare and Medicaid Services issued a report on programs designed to help offset costs for covering sicker and higher-cost consumer. After the report was issued, the state Insurance Department allowed Blue Cross to re- vise its rate filings. The department approved rate increases averaging from 23.4 percent to 41.1 percent. The rates vary by health plan and customer. For example, the Blue Max plan has a minimum increase of 32.7 percent and a maximum increase of 54.7 percent.

Meanwhile, Vantage Health Plan requested a 30.8 percent increase in May. Vantage amended the increase to 31.5 percent because the initial filing include the 2015 results. Humana asked for and received an average rate increase of 29.5 percent. Sheriff: Louisiana deputy kills man who points gun at him HOUMA- Louisiana authorities said deputy killed a man who shot himself in the chest and then pointed a gun at the officer. The Terrebonne Parish Office identified the man as Wilton Henry, 59, of Houma. Sheriff Jerry Larpenter said that the deputy responded to a call Wednesday about a suspicious person in an SUV in the parking lot of a truck stop.

After a deputy asked Henry for his identification, the sheriff said he picked up a handgun. He said the deputy ordered him several times to put down the gun, but Henry shot himself in the chest. Larpenter said the deputy ordered him again to put down the gun and Henry pointed the gun at the deputy and was shot. The office and state police are investigating the officer involved shooting. Police: Executed murderer also killed store owner in 1989 HOUMA- Authorities said a man executed in 2005 for a murder in Texas was also the person who killed a Louisiana furniture store owner 27 years ago.

Louisiana State Police said in a news release Wednesday that an ongoing investigation and DNA technology unavailable at the time of 60- year-old Gerald death helped solved the case. Daigle was found stabbed more than 40 times inside Standard Furniture in Houma, Louisiana, in June 1989. Police said Bryan Wolfe, who had been living there, killed Daigle during an apparent robbery. Earlier this year, investigators were able to positively match a partial fingerprint from sunglasses left at the scene to Wolfe, among other evidence. Wolfe was sentenced to death for killing Bertha Lemell during a 1992 robbery in Beaumont, Texas.

Firefighters put out car fire, find burned body in trunk NEW ORLEANS Authorities are investigating after a body was discovered inside the trunk of a burning vehicle in New Orleans. Local media outlets report that the New Orleans Fire Department said that firefighters were called to the scene of a car fire Wednesday night. After extinguishing the blaze, firefighters said they found the body inside the trunk. The body was burned to the point where the age or gender of the victim could not be recognized. Officials said both the cause of the fire and the death remain under investigation.

No big winners in lottery BATON ROUGE- The Louisiana Lottery Corporation said nobody won the two major jackpots in the Louisiana Lotto and multistate Powerball drawings on Wednesday night. Louisiana Lotto players matching all six numbers drawn would have won or shared a $750,000 prize, which will rise to an estimated $800,000 for Saturday. Players matching all five numbers and the Powerball would have won or shared the $199.7 million jackpot. The prize goes to an estimated $217 million for Saturday. The Easy 5 drawing rises to an estimated $60,000 after none of the tickets matched all five numbers drawn for $50,000 jackpot.

Press STATE ROUNDUP NEW ORLEANS Federal felony charges for the lone remaining defendant in the cover-up of deadly shootings by New Orleans police following Hurricane Katrina were reduced to a single misdemeanor Thursday. The new charge was filed a day before the scheduled change-of-plea hearing for retired Sgt. Gerard Dugue. The decade-old case involved shootings that killed two unarmed people and wounded four at New Danziger bridge six days after levees failed in the 2005 storm, inundating the city. Dugue had faced multiple felony counts including conspiracy to obstruct justice.

The misdemeanor count is for deprivation of rights under color of The charging document says he assisted former Sgt. Arthur Kaufman in the cover-up. Kaufman was among five other officers who pleaded guilty in April, ending a see-saw legal battle that saw them convicted by a jury, their convictions overturned due to misconduct, and, ultimately a plea bargain. Kaufman got a three- year sentence for the cover-up. Four others, each of whom faced decades in prison after their initial convictions in connection with the shootings, received sentences ranging from seven to 12 years after the April guilty pleas.

Dugue, who was not at the bridge on the day of the shooting, had been tried separately in 2012. That trial ended in a mistrial when the judge ruled aprosecutor may have unfairly influenced the jury by mentioning an unrelated case. The Danziger case was among pre- and post-Katrina scandals that brought heightened federal scrutiny of the New Orleans Police Department.
